New Delhi : In a major legislative development, the Parliament has passed the Jan Vishwas (Amendment of Provisions) Bill 2026, marking a significant step towards simplifying laws and strengthening trust-based governance. The announcement was strongly highlighted by Union Minister of Commerce and Industry and Member of Parliament Piyush Goyal, who addressed the media and outlined the масштаб and intent behind the reform.
Piyush Goyal emerged as the central voice explaining the Bill, stating that this is one of the most extensive legal reform exercises undertaken in the country’s history. He noted that the earlier version of the Jan Vishwas framework had decriminalised 183 provisions, which received encouraging feedback.
Building on that success, he stated, “This time, we have gone beyond 1000 provisions. This is the first time in history that such a large number of legal provisions have been addressed in one go.” His remarks underscored the unprecedented scale of the reform and its long-term impact.
The Bill decriminalises over 1000 offences and amends 79 Central Acts, significantly reducing compliance burdens and easing regulatory pressure on businesses and individuals. According to Goyal, this move will create a more business-friendly environment and promote innovation, particularly benefiting small and medium enterprises.
Prime Minister Narendra Modi also welcomed the passage of the Bill, describing it as a major boost to ease of living and ease of doing business. He emphasized that the law removes outdated regulations, reduces litigation, and ensures faster resolution of cases, thereby empowering citizens.
Union Home Minister Amit Shah termed the legislation a “giant step” towards simplifying governance and accelerating economic growth. He noted that reducing legal complexities will make both life and business easier for citizens.
Piyush Goyal further stressed that the Bill reflects the vision of trust-based governance, where compliance is simplified and unnecessary criminal penalties are removed. He highlighted that the reforms align with the broader principle of “Minimum Government, Maximum Governance,” aimed at reducing interference while improving efficiency.
The consultative process behind the Bill was also emphasized, with contributions from various stakeholders helping shape the final legislation. This approach ensured that the reforms address real challenges faced by businesses and citizens.
With Piyush Goyal leading the explanation and positioning of the Bill, the legislation stands out as a landmark initiative aimed at transforming India’s legal and regulatory framework.
